Does merging change the page order inside each PDF?

No. Pages remain in their original internal order, while you control the order of the source files.

Can I merge a password-protected PDF?

Encrypted or password-protected documents may not load. Use an authorized unlocked copy before merging.

There is no fixed count in the interface, but total file size and available browser memory set practical limits.
