No. It clears matching color connected to the outer edge, which works best for simple solid backgrounds.

Why did part of my subject become transparent?

The tolerance may include colors inside the subject. Lower it or choose a more specific background sample.

Why does the download use PNG?

PNG can store transparent pixels. JPG cannot represent transparent areas.
