What does locking the aspect ratio do?

It updates the other dimension automatically so the image keeps its original proportions.

Can this tool enlarge a small image?

Yes, but enlargement cannot create source detail that was not present, so the result may appear softer.

Does resizing crop the image?

No. Resizing changes the dimensions of the full image. Use the Image Cropper to remove part of a frame.
